<p><strong>海峽導報綜合報道</strong>2025上海台北「雙城論壇」即將於28日登場，由於台北市日前發生隨機殺人案件，原預定於27日率領台北市政府訪團前往上海的台北市長蔣萬安，也臨時將行程縮減為28日論壇當天往返上海與台北，台北市政府參訪團則改為台北市副市長林奕華帶隊，27日預計參訪上海知名的梅賽德斯奔馳文化中心，以及近年來積極運用新科技推動醫療的複旦大學附屬中山醫院。</p>

<p>今年「雙城論壇」輪到上海方舉辦，不過在籌辦過程中就屢經波折。論壇原預計9月中旬舉辦，但因台當局介入導致無法順利在9月中旬舉辦，兩市經協商後也決定往後延後。</p>

<p>雙方經過來回斡旋後，最後終於拍板於12月28日舉辦，台北市政府參訪團也因避免影響台北市議會臨時會議程，行程也從過往的3天2夜縮減為2天1夜。不過在出訪前夕，台北市發生隨機殺人案件，造成4死11傷的悲劇，蔣萬安也決定再將2天1夜的行程縮減為只參加主論壇活動，當天往返上海與台北市。</p>

<p><strong>海峽導報綜合報道</strong>國民黨、民眾黨台民調黨團發動彈劾賴清德提案，今日（26日）經表決後在藍白優勢下通過彈劾案，將正式開始彈劾程序；民眾黨團今早在會前舉辦記者會表示，賴清德當台南市長時是&ldquo;不進議會、不提施政報告、不接受總質詢&rdquo;的&ldquo;三不市長&rdquo;，如今更升格成&ldquo;不依法公佈法、不依法執行法律，甚至是不守法&rdquo;的&ldquo;三不台灣地區領導人&rdquo;。</p>

<p>民眾黨主席兼黨團總召黃國昌表示，賴清德25日發表驚人言論，聲稱「憲法」規定台民意機構要在年底前審查完總預算，但自己卻完全找不到相關條文，要請問賴清德到底是哪條規定年底前要審完預算？</p>

<p>黃國昌指出，賴清德當台南市長時是&ldquo;不進議會、不提施政報告、不接受總質詢&rdquo;的&ldquo;三不市長&rdquo;，被台監察機構彈劾也是不痛不癢；如今更升格成&ldquo;不依法公佈法、不依法執行法律，甚至是不守法&rdquo;的&ldquo;三不台灣地區領導人&rdquo;，賴清德正在毀壞&ldquo;憲政&rdquo;，自居為超越&ldquo;憲法&rdquo;的男人，因此台民意機構今天就要處理彈劾賴清德的程序。</p>

<p>黃國昌宣布，民眾黨團與國民黨團共推彈劾賴清德時程表，將在1月14日至1月15日召開前2場公聽會，廣邀學者專家學者討論；1月21日、22日舉行審查會，說明彈劾意旨，並邀請被彈劾人到台民意機構進行說明，各黨代表詢詢。 4月27日舉辦聽證會，邀請賴當局官員與相關人士表達意見並為證言，5月13日、14日召開第二次審查會，一樣會邀請賴清德到台民意機構說明、各黨團代表詢答，5月19日進行彈劾案投票。</p>

<p><strong>海峽導報綜合報道</strong>2026年度台當局總預算案於台民意機構持續擱置，賴清德稱對明年度預算要在今年12月31日前審竣完畢，未審畢有何資格談「憲政」。國民黨今日（26日）痛批，賴清德不善盡溝通協調的責任，只想要台民意機構乖乖聽話，根本是只想掌權、不想負責的「政治渣男」。</p>

<p>賴清德昨日猛批在野，「憲法」明文規定，明年度的預算要在今年12月31日前審竣完畢，若台民意機構無法如期審查總預算，不要再跟人家談什麼「憲政」。</p>

<p>國民黨回應，賴清德以總預算卡關為由，怒嗆台民意機構&ldquo;有什麼資格談'憲政'&rdquo;，但事實是，台民意機構早已三讀通過軍人加薪、提升警消退休金修法，賴當局違法不編預算，才導致如今僵局。</p>

<p>國民黨指出，賴當局應依法執行台民意機構三讀通過的法案，尤其提升軍警消待遇，但賴當局寧願把錢給馬桶商買軍火，卻不照顧軍人，談何提升國防？民進黨的低級政治操作，欺騙不了民眾。</p>

<p>國民黨強調，審查預算、監督行政是台民意機構的天職，身為台灣地區領導人的賴清德，不善盡溝通協調的責任，只想要台民意機構乖乖聽話，甚至情勒全台民眾、高喊&ldquo;在野獨裁&rdquo;，根本是只想掌權、不想負責的&ldquo;政治渣男&rdquo;。</p>

<p>郭音蘭2日在臉書發文提到，經過台北車站週邊，發現馬鬱雯的看板掛在一家按摩店上。原以為只是一般按摩店，但查了之後嚇傻，網路上有許多&ldquo;顧客&rdquo;分享&ldquo;消費經驗&rdquo;，看起來並不單純。因此她已向警方，投訴該店疑似涉嫌黃色事業。</p>
