<p><strong>海峽導報綜合報道</strong>去年爆發多起賴當局高官濫用公務車，帶愛犬美容、看牙醫、理髮等狀況，台北地檢署分他案調查，全案在20日簽結，均查無犯罪事證，無涉刑事不法。對此，曾擔任檢察官逾20年的國民黨民代吳宗憲今質疑，如果一般基層公務員搭公務車去看牙，北檢也會認為這樣「難予苛責」、完全沒問題嗎？</p>

<p>台北地檢署聲稱，&ldquo;監委&rdquo;是因&ldquo;預算被刪&rdquo;，公務車油料等費用均需自費，而&ldquo;監委&rdquo;都有付費，至於史哲、李進勇是下班&ldquo;順路&rdquo;去推拿、買便當，算合理通勤，7名高官均查無犯罪事證，無涉刑事不法，20日簽全案。</p>

<p>吳宗憲在臉書發文質疑，如果一般基層公務員搭公務車去看牙，事前有先墊付油費等支出，事後有回來繼續辦公，北檢也會認為這樣難予苛責、完全沒問題嗎？請公開告知全台公務員和納稅人。</p>

<p>吳宗憲強調，刑事簽結，不等於台監察機構的用車標準合乎&ldquo;行政公務倫理&rdquo;，第一，法律責任與公務倫理應分別看待：公務車本身、車輛的保養管理、調派成本，甚至是司機的人力與薪水，全部都是由納稅人的公帑支付，就算自費支付了油錢，不代表公務車就變成了「監委」的私家車，公務資源的「待命」與「便利」絕不是付了油錢就能隨意私用。</p>

<p>吳宗憲指出，第二，廉政不應只有最低的&ldquo;刑事紅線&rdquo;，還包括公務紀律、行政倫理，及社會觀感與公信力；第三，法律面前，應當只有一套標準：如果台監察機構作為&ldquo;監督全台公務員&rdquo;的單位，對待自己人的標準如此寬鬆，又要如何要求基層公務員廉潔自持？</p>

<p><strong>海峽導報綜合報道</strong>國民黨徵召不分區民代吳宗憲參選宜蘭縣長，但吳宗憲的初選對手、宜蘭縣議會議長張勝德落敗，讓不少人大感意外。 19日國民黨主席鄭麗文赴宜蘭參加餐敘，她強調，國民黨要守住宜蘭，也喊話讓張勝德繼續當議會領導。</p>

<p>吳宗憲與張勝德投入縣長初選時，宜蘭在地多認為張勝德能勝出，未料贏家是吳宗憲。初選後傳出張勝德不選議長，也有副議長陳漢鉺、議員林岳賢將角逐正副議長等傳聞，再加上日前坊間民調看好民進黨縣長參選人林國漳勝選，讓藍營選情相對低迷。</p>

<p>鄭麗文19日赴宜蘭參加縣黨部新春餐敘，她致詞時特別感謝張勝德，也對黨員喊話，要張勝德繼續「守護我們的議會，做我們議會的領導」。宜蘭縣府跟縣議會如果可以同心、團結、合作，這樣宜蘭一定會贏。</p>

<p>陳清龍強調，過去濫用公務車案例遭判刑者所在多有，前台南市府官員汪志敏就因假借職務上的權力，指示公務車的司機載著他出席私人餐敘與活動，就遭判刑有罪確定。非因公務，就不能使用公務車，這是非常簡單的道理。</p>

<p>陳清龍說，李俊俋、王榮璋、田秋堇、林鬱容、蘇麗瓊等人濫用公務車接送寵物、看牙醫，北檢竟然認為，只要是自己付油料等費用就沒有犯罪故意，真的是丟人現眼，請問公務車司機的薪水也是他們自己付的嗎？請問公務車是私家車嗎？可以為了幫忙開脫包庇成這樣？</p>

<p>多名「監委」去年被爆濫用公務車，台監察機構在2月4日通過相關懲處，輕則無懲處，重則口頭或書面道歉。黃國昌當時表示，監察機構只是再度自證&ldquo;官官相護的廢物院&rdquo;，等到台民意機構開始審查今年度總預算，民眾黨團的立場就是&ldquo;刪除一塊錢都不留&rdquo;。</p>

<p>北檢今天通報稱，發現監察機構相關預算遭全數刪除，林鬱容、王榮璋、蘇麗瓊、田秋堇及李俊俋5人均自費支出油費等費用，無圖利、背信犯罪故意，將全案簽結。</p>

<p>蔣萬安說，他是宜蘭女婿，也是和妻子常回娘家的地方。針對彰化縣，台北市這幾年與其有很多市政交流互訪，不管是他們來考察舉辦大型活動的經驗，或是日前台北拋出的&ldquo;學生喝鮮奶&rdquo;政策，他也特別到彰化去拜訪酪農。</p>
