<p>&ldquo;大罢免&rdquo;才结束不到4个月，台湾政坛&ldquo;朝野&rdquo;争斗再掀新一波高潮，行政机构与民意机构&ldquo;激烈干架&rdquo;。</p>

<p>&ldquo;在野&rdquo;的蓝白阵营联合，民进党在民意机构再遭三连击，想要的1.25亿元（新台币，下同）特别防务预算两度被挡，对其不利的两部&ldquo;法案&rdquo;全都三读过关。吃瘪的台湾地区领导人兼民进党主席赖清德火大，前所未有地作出&ldquo;不副署、不公布&rdquo;决定，导致民意机构通过的法案无法成为正式法规。这在台湾地区尚属首次！</p>

<p>赖清德的算盘是什么？他和民进党希望借&ldquo;不副署&rdquo;逼国民党与民众党&ldquo;倒阁&rdquo;，然后可趁机宣布解散民意机构。如果说&ldquo;大罢免&rdquo;是&ldquo;A计划&rdquo;失败，那么，逼蓝白&ldquo;倒阁&rdquo;，就是赖清德企图逆转&ldquo;少数执政&rdquo;的&ldquo;B计划&rdquo;，两者可谓是殊途同归。</p>

<p>再遭三连击 绿营跳脚</p>

<p>2024年选举，在民意机构总共113席民代中，民进党只拿到51席，再加上赖清德个人只靠40%得票率当选，形成了&ldquo;朝小野大&rdquo;格局，赖清德是典型的&ldquo;双少数&rdquo;执政。这种困境，让喜欢蛮干与暴冲的他受到极大牵制，吃尽了苦头。</p>

<p>&ldquo;朝野&rdquo;攻防不断。最近，在国民党与民众党&ldquo;蓝白联手&rdquo;下，民进党在民意机构再次遭遇三连击。</p>

<p>11月14日，国民党提出的新版&ldquo;财政收支划分法&rdquo;（简称&ldquo;财划法&rdquo;）三读通过；民进党不服，随后透过台行政机构提出复议案，但12月5日遭蓝白否决。</p>

<p>紧接着，12月12日又通过修正&ldquo;公务人员退休资遣抚恤法&rdquo;及&ldquo;公立学校教职员退休资遣抚恤条例&rdquo;，要求停砍退休公教人员年金，并回溯自2024年1月1日起不再逐年递减。民进党原来砍杀&ldquo;军公教&rdquo;退休金，目的是打击国民党&ldquo;铁票&rdquo;，如今被国民党重新扳回来了。</p>

<p>此外，赖清德为了讨好美国&ldquo;主子&rdquo;而力推的8年匡列1.25万亿的特别军事预算，12月9日第二度被蓝白联手封杀，根本无法排进民意机构委员会进入审查程序。</p>

<p>蓝白祭出&ldquo;三连击&rdquo;，赖清德吃瘪，民进党上下气到跳脚，认为上述通过的法案是在&ldquo;走回头路&rdquo;。台行政机构负责人卓荣泰则公开表示，对&ldquo;财划法&rdquo;采取&ldquo;不执行&rdquo;方式反制。</p>

<p>台湾知名时事评论员、陈水扁办公室前主任陈淞山接受海峡导报记者采访时表示，这一波&ldquo;朝野&rdquo;攻防确实让民进党很难受。蓝白两党认为，民进党有钱编列1.25万亿特别军事预算，不如增加台湾自身建设经费与福利。而民进党则认为，按岛内有关规定，民意机构可以审查预算、消减预算，但不能逼迫行政机构增加预算；而&ldquo;财政收支划分法&rdquo;与&ldquo;公务人员退休资遣抚恤法&rdquo;涉嫌民意机构侵犯行政机构权力。</p>

<p>&ldquo;不副署不公布&rdquo; 赖清德蛮干</p>

<p>&ldquo;朝野&rdquo;彼此不妥协，民进党施政完全失序，怎么办？</p>

<p>赖清德先是装着&ldquo;依规努力解决政治争议&rdquo;的姿态。其发言人12日宣布，赖清德预定15日上午10时30分邀请行政机构、民意机构以及考试机构负责人进行&ldquo;茶叙&rdquo;以解决争端。为啥选在15日？因为这是赖清德对新版&ldquo;财政收支划分法&rdquo;是否签字生效的最后时机。</p>

<p>显然，赖清德想复制蔡英文所谓&ldquo;院际协调&rdquo;的套路，拉拢韩国瑜背书。岛内网友一针见血地指出：&ldquo;赖清德想吃的不是茶点，而是韩国瑜的豆腐！&rdquo;</p>

<p>以韩国瑜的智慧，很容易看穿这根本就是&ldquo;鸿门宴&rdquo;。只要韩国瑜答应参加茶叙，无论说了什么，有什么结论，他都容易陷入里外不是人的政治困境。因此，韩国瑜12日当晚就予以回绝。</p>

<p>何况，韩国瑜作为民意机构负责人，要保持超然的中立立场，无法也无权否决或撤回民代通过的法案。他形同暗示赖清德，真要谈&ldquo;朝野共识&rdquo;，该找国民党主席郑丽文和民众党主席黄国昌。这一招直接戳破赖清德&ldquo;假团结、真分化&rdquo;的算计。</p>

<p>政治本是妥协的艺术，但顽固的赖清德，其政治词典里从来没有&ldquo;妥协&rdquo;二字。面对&ldquo;朝野&rdquo;争议，他选择了蛮干。</p>

<p>几乎在韩国瑜拒绝当政治道具的同时，民进党放出风声称，&ldquo;党政高层&rdquo;已拍板&ldquo;财划法&rdquo;将以&ldquo;不副署、不公布&rdquo;方式进行，赖清德15日会做出正式说明。</p>

<p>按岛内程序，法案经民意机构三读通过后，尚需行政机构&ldquo;副署&rdquo;盖章，再经台湾地区领导人签署公布，才生效成为正式法规。卓荣泰&ldquo;不副署&rdquo;，赖清德&ldquo;不公布&rdquo;，摆明就是要与蓝白对干到底。</p>

<p>民进党多名民代更鼓动赖清德，应该连新通过的&ldquo;公务人员退休资遣抚恤法&rdquo;及&ldquo;公立学校教职员退休资遣抚恤条例&rdquo;，也采取&ldquo;不副署、不公布&rdquo;进行反制。</p>

<p>启动&ldquo;B计划&rdquo;？逼蓝白&ldquo;倒阁&rdquo;</p>

<p>副署、公布民意机构通过的法案，本应是卓荣泰与赖清德的责任与义务，而不是权力。此前不管是民进党还是国民党执政，即便对有些法案不满或有异议，但从未发生过&ldquo;不副署&rdquo;、&ldquo;不公布&rdquo;的前例。民众党主席黄国昌14日说，这不仅是&ldquo;宪政&rdquo;首例，更是&ldquo;宪政&rdquo;灾难，赖清德与卓荣泰绝对会成为&ldquo;宪政&rdquo;史上最大罪人。</p>

<p>因此，岛内舆论怒轰赖清德与卓荣泰拒绝盖章，根本就是&ldquo;违宪&rdquo;的&ldquo;独裁&rdquo;做法；长此以往，将导致岛内&ldquo;行政&rdquo;与&ldquo;立法&rdquo;完全不相容，施政只能沦为空转，这种极端政治玩法，最后受害的是台湾老百姓。</p>

<p>那么，赖清德与卓荣泰为啥敢这么玩？他们打的政治算盘又是什么？民进党民代钟佳宾、吴思瑶、王定宇等人，连日来不断挑衅&ldquo;在野党&rdquo;，声称如果国民党与民众党不服气，就推动&ldquo;倒阁&rdquo;，民进党会配合&ldquo;倒阁&rdquo;，相关争议由未来新产生的民意机构来解决。</p>

<p>啥意思？绿营民代完全暴露了赖清德和民进党的真正想法：&ldquo;在野党&rdquo;既然不服，有种就提&ldquo;倒阁案&rdquo;，逼行政机构负责人卓荣泰下台；而只要卓荣泰被&ldquo;倒阁&rdquo;下台，赖清德依规就可以顺势宣布解散民意机构，113席民代全部重选。民进党试图借重选机会，扭转在民意机构&ldquo;少数席位&rdquo;劣势，达成民进党&ldquo;完全执政&rdquo;目标，让赖清德彻底摆脱&ldquo;在野党&rdquo;制衡。</p>

<p>民进党所要的&ldquo;倒阁&rdquo;，与其当初发动&ldquo;大罢免&rdquo;可谓是殊途同归。如果说&ldquo;大罢免&rdquo;是&ldquo;A计划&rdquo;失败，那么，此番逼蓝白&ldquo;倒阁&rdquo;，就是赖清德逆转&ldquo;少数执政&rdquo;被动局面的&ldquo;B计划&rdquo;。</p>

<p>而如果蓝白不提&ldquo;倒阁案&rdquo;，政治僵局持续，&ldquo;财划法&rdquo;等法案无法执行，那么，民进党就可向民众提出说辞，倒打一耙，称这是&ldquo;在野党&rdquo;故意杯葛施政。</p>

<p>由此也可以看出，赖清德对于7月26日和8月23日发动的两波&ldquo;大罢免&rdquo;，最终以&ldquo;吞零蛋&rdquo;大失败落幕，是不服气的，是不死心的；民进党上下没有反省，他们一直在寻找翻身机会。</p>

<p>&ldquo;倒阁&rdquo;难行 交由两场选举决定</p>

<p>国民党与民众党会提出&ldquo;倒阁案&rdquo;吗？</p>

<p>陈淞山向海峡导报记者表示，&ldquo;完全不可能&rdquo;！若提&ldquo;倒阁案&rdquo;让卓荣泰下台，蓝白民代形同&ldquo;革自己的命&rdquo;，因为赖清德一定会趁机宣布解散民意机构。</p>

<p>怎么化解政治僵局？陈淞山分析，按照机制，原本此类&ldquo;朝野&rdquo;无法妥协的政治争议，可提交岛内司法机构由&ldquo;大法官&rdquo;裁决。问题是，赖清德二度提名的7席&ldquo;大法官&rdquo;人事案，今年7月全遭封杀，目前只剩9名&ldquo;大法官&rdquo;在职，连开会裁决的法定最低出席人数门槛都达不到。因此，&ldquo;大法官&rdquo;裁决此路不通。</p>
