<p> <strong>海峽導報綜合通報</strong>台民調機構朝野各黨團達成共識，同意在賴清德就職滿兩週年前一天的5月19日，進行賴清德彈劾案記名投票表決，門檻為全體民代三分之二票數。國民黨團早在上週就已發出甲級動員令，將進場投票；民進黨團幹事長莊瑞雄則批評，國民黨搞政治鬧劇，“我們不奉陪”，屆時不會進場投票。</p>

<p>在野黨發起彈劾賴清德，起因為台民意機構去年11月通過的「財政收支劃分法」修正案，因「閣揆」卓榮泰拒絕副署且賴清德未公佈法律，引發國民黨與民眾黨反擊。</p>
<p>在野黨批評，卓、賴聯手透過“不副署、不公佈”的手段，沒收“立法權”，並將賴清德比作袁世凱，指控其利用“違憲”手段破壞法治，以及權力分立原則。</p>
<p>在野黨於是在去年底宣布啟動彈劾程序，並在去年12月26日以人數優勢，表決通過彈劾案時程表。彈劾案已在1月14、15日完成兩場公聽會，聽取社會正義人士意見；並在1月21、22日進行第一次審查，邀請被彈劾人列席說明，但賴清德並未出席。</p>
