<p>朱立倫上午出席新北淡水小學130週年校慶活動，受訪時被問到鄭麗文訪陸事宜，他回應說&ldquo;就是充滿祝福&rdquo;，重申用祝福的心態，希望此行一切順利。面對媒體追問此行是否有助於國民黨選舉，朱立倫指出，相信兩岸透過對話交流都是好事，再度重申希望鄭麗文此行一切順利。</p>

<p>至於民進黨民代質疑藍白民代擋軍購是想要拖到鄭麗文「登陸」後，朱立倫則說，稍微懂一點議事規則就會知道，現在是處於冷凍期，等啟動應該在4月底後，現在台民意機構就應尊重朝野，大家能夠好好協商。</p>

<p>&nbsp;<strong>海峽導報綜合報道</strong>台當局總預算僵局未解，台民意機構負責人韓國瑜與副手江啟臣昨日（2日）在臉書聲明，鄭重呼籲朝野不能讓台灣陷入動盪，盼朝野各界能各退一步，行政機構應副署並執行三讀法案，民意機構基於&ldquo;憲法&rdquo;義務，總預算理宜盡速審議。</p>

<p>至於今年度總預算遲遲未審已達兩百多天，前天傳出國民黨團的內部會議上，藍營民代態度鬆動，擬在10日台民意機構大會召開前，討論是否將總預算付委審查。</p>

<p>韓國瑜昨天罕見發出聲明，強調台灣正面臨國際情勢與未來發展的嚴峻挑戰，他與江啟臣在此鄭重呼籲朝野各黨派及行政機關，面對台灣發展與安全，「行政權」與「立法權」間的對抗，不能讓台灣陷入危險與動盪，否則將有愧民所託。</p>

<p>韓國瑜指出，法治的建立不易，毀壞只需一時與一念；行政機關依法行政是基本原則，對於三讀通過的法律案，行政單位即應副署並執行，否則，將使法制蕩然無存；&ldquo;對於總預算、特別預算，民意機構基於義務，理宜盡速審議、落實監督，藉由公開的機制、專業人士審查，關實監督。</p>

<p>韓國瑜指出，誠盼朝野各界能各退一步，在「憲政」體制下尋求共識，期與各界共同努力，不負民意所託，展現理性、高效和諧的姿態。江啟臣隨後也留言回應，盼朝野以民為本，面對國際變局，合力應對挑戰。</p>

<p>&nbsp;<strong>海峽導報綜合報道</strong>國民黨3月31日確定由台民意機構副負責人江啟臣參選下屆台中市長，相較綠營參選人何欣純去年10月早已就位，藍營整軍晚了4個個多月，市長盧秀燕促成今天（3日）舉辦黨內誓師大會，邀集台中市民代楊瓊瓔、黨主席鄭麗文等人營造團結氣勢，要急起直追，她強調「選舉兵貴神速」。知情人士說，盧邀鄭參加誓師大會，雙方都想破除不合謠傳，重點在「不讓外界有見縫插針機會」。</p>

<p>面對早已起跑的綠營，藍營歷經4個多月&ldquo;姐弟之爭&rdquo;，為消弭黨內競爭的矛盾，盧秀燕於民調初選公佈當天，主動與楊瓊瓔會面致意，兩人討論選後整合與佈局，決定比照8年前盧、江初選後模式辦誓師大會。</p>

<p>盧秀燕昨天說，選舉是兵貴神速，之前初選已晚2個月，更要加快腳步，團結就是勝選最重要因素，「團結才能勝選」。</p>

<p>據悉，江啟臣、楊瓊瓔今天上午將先出席台中國際動漫節活動，下午2時，盧、江、楊將在國民黨台中市黨部的&ldquo;團結啟程、台中要贏&rdquo;誓師大會同框，並由盧先致辭，再由楊瓊瓔、鄭麗文、台中議長；</p>
