Hong Kong brides and grooms urged to shop with care as wedding rental complaints double

Excited couples looking to rent a wedding outfit for their big day should shop around with care, according to the city’s consumer rights watchdog.

The Consumer Council saw the number of complaints it received regarding wedding outfit rental services double to 38 cases last year from 19 cases in 2014.

Michael Hui King-man, chairman of the council’s publicity and community relations committee, said couples should take their time to study rental contract terms before reaching any decisions.

“There are many things to work out in planning a wedding,” Hui said. “People often get very excited.”

Hui also advised consumers to examine the condition of the apparel they wish to rent before entering into a contract with a service provider so that they avoid future disputes.

Consumer Council chief executive Gilly Wong Fung-han reminded consumers to rent outfits only from reputable businesses.

She cited a case of a rental service provider asking for HK$500 in compensation from a complainant for losing a cloth string from strapless wedding dresses despite the piece being easily replaceable.

Wong advised consumers to check whether a rental contract contained terms to cap compensations for stains or damage found on the apparel.

Separately, as the summer approaches, the Consumer Council tested 14 models of air conditioners. It found that inverter type air conditioners used 40 per cent less energy annually than conventional fixed capacity type air conditioners even though price difference between the two types might not be significant.

Invertor technology allows the control of speed of the compressor motor inside an air conditioner.

While the two types of air conditioners might not be easily distinguished, the council said consumers should check with retailers.

Meanwhile, the council regularly received complainants from consumers regarding charges and service quality of windows works since the government introduced a mandatory inspection scheme in 2012.

In one case, a complainant paid HK$12,000 for windows maintenance works, on the premise that British stainless steel rivets would be used.

The complainant was then persuaded to pay another HK$9,000 to replace waterproof membranes and repair glass gaskets to prevent water seepage.

However, when the work was completed, the complainant discovered the rivets were not made in the UK.

The complainant also found out from the Buildings Department that waterproof membranes and glass gaskets were not mandatory inspection items.

Lastly, the provision of internet services remained to be an area of concern to the council despite seeing a drop in the number of complaints from 1,218 cases in 2014 to 885 cases last year.

The council found the monthly fees for the same broadband service plan offered by an operator through different subscription channels could vary by over 40 per cent.

It was also tedious for consumers to terminate their services, the council said.

Florida lawmakers OK religious protections

Religious liberty and LGBT rights clashed Tuesday in the Florida Senate as lawmakers gave the first nod of approval to allowing religious groups to deny weddings to same-sex couples but put off a vote on anti-discrimination protections for sexual orientation and gender identity.

In the first hearing for the Pastor Protection Act (SB 110), the Senate Judiciary Committee approved the legislation by a 7-3 vote after an hour of debate. The bill would protect clergy and churches from prosecution and lawsuits if they turn away gay couples who want to marry.

“This is not about individual choice, it’s about divine design that we are forced to reinforce,” said Gilberto Rodriguez, senior pastor of Templo Elias in Lutz.

Opponents argued that the Pastor Protection Act is redundant because of the U.S. Constitution’s protection of religious rights. They worry that the bill could be the first step in eroding lesbian, gay, bisexual and transgender rights.

LGBT rights activists are hoping a different bill will gain traction in the Legislature. Many came to Tallahassee for the first hearing of the Competitive Workforce Act (SB 120), which would add sexual orientation and gender identity to the state’s existing civil rights laws.

Lawmakers did not vote on the bill before the Judiciary Committee’s meeting was required to end. And attempts by Sen. Darren Soto, D-Orlando, to force a vote were rejected by Republicans on the Judiciary Committee.

But chairman Sen. Miguel Diaz de la Portilla, R-Miami, promised the Competitive Workforce Act will get a full hearing at the panel’s next meeting.

Sen. Joe Abruzzo, D-Wellington, said he trusts Diaz de la Portilla to put the bill up for a vote later in the legislative session.

“It truly is the most important bill for civil rights that will be taken up in the past 40 years,” said Abruzzo, the bill sponsor.

Still, a House committee has not yet agreed to hear the anti-discrimination measure, although the Pastor Protection Act will be considered in the House Judiciary Committee on Thursday.

Historic barn and manor reopens after £1 million upgrade

Brides can now get hitched in a barn once owned by serial bridegroom King Henry VIII following a £1 million renovation.

The Great Barn at Headstone Manor, Harrow re-opened this month as an events and wedding venue after an eight month programme of extensive restoration and refurbishment costing nearly £1 million.

The Grade II* listed building was constructed in 1506 when the whole Manor was owned by the Archbishops of Canterbury.

After King Henry VIII acquired it during the Reformation, it passed into the hands of Lord North before it became part of a privately owned working farm.

In the 1930’s the local authority took it over and ownership transferred to the London Borough of Harrow in 1965.

After 500 years, the future of the Great Barn and the other three historic buildings at Headstone Manor looked bleak as urgent repair works were needed to stop them falling into ruin.

But now the building has been restored to its original former glory as part of a three year programme of regeneration for the museum, supported by the Heritage Lottery Fund and Harrow Council.

Jo Saunders, heritage and museum manager, said: “We really look forward to opening The Great Barn’s massive doors to the public and make this unique building available for community events and weddings.

“This is just the start of a thrilling three year programme of regeneration for the museum, supported by the Heritage Lottery Fund and Harrow Council which will see all of the buildings brought into self-supporting use.”

The whole roof has been repaired, external doors replaced along with sections of the external boarding, and heating, a new kitchen, cloakrooms and lighting have been installed.

The timber-framed barn’s vaulted structure remains largely as it was built, standing at nearly 48 metres long, 8 metres wide and over 9 metres high.

Now licenced for civil ceremonies, the first wedding at the Great Barn takes place on November 7.

At a glittering reception for supporters of the Great Barn at Headstone Manor, Cllr Sue Anderson said:

“This site is steeped in history and the character of the building is a significant part of Harrow.

“I am looking forward to the reactions of the local community when they see the changes that have been made to the Great Barn and I am sure that it will become one of the most popular settings for weddings and events in London.”
